Facial recognition is there, but big public databases and (paid/free) services are not here yet (afaik).

I don't follow this, but I'd be surprised if no-one in government is using passport and drivers license photos and IDs, plus mugshots, etc.

So far no impact on the political protest scene as far as I know, but you are right it was further advanced than I thought.
