Raising IQ is easy, just re-take the test. Raising general intelligence is hard, maybe not possible. Reading might work somewhat.

It makes much more sense to try to raise practical skills, such as programming ability, than essentially static traits like GI.

It certainly would, if only we knew how to raise it. Lack of transfer is good evidence that we aren't raising it at all.
