I think you should take this as a hypothetical discussion, not advocacy of censorship for dangerous ideas.
Not hypothetical: "I don't challenge their (Gould/Lewontin et al) motives or their tactics" (tactics = misrepresentation, caricature etc)
also note his own tactic: leave nameless the victims of these tactics, except those few he objects to being victims whom he names
My reading is that he's just agreeing with the moral argument for censorship from a utilitarian perspective.
