The explanation of the last is easy (?): dilution thru outbreeding. You need concentrated talent for great progress.

I think it comes naturally. That is what Cambridge / Silicon Valley is.

It does, and it is. But it fails the 2nd criterion: lots of time and resources are spent slowing these hotspots down. Let them flow!
