It likely does do that. But prohibition was _much_ worse! Social policy is about choosing the lesser evil. Applied utilitarianism.

Easy comparison is to compare DK vs. NO/SE, which has much lower alcohol use, but very comparable. Maybe 1.2 yrs, but data not congruent
