They are underrepresented because they fail the IQ test in greater numbers. Sometimes the army tries to do targeted recruitment.

But sure, self-selection is a particular issue with that subgroup. But I think the selection would be towards _higher_ IQ, not lower.

Similar problems appear in Muslim countries too AFAIK. Recall seeing a study about Saudi Arabian military having a hard time finding pilots.

Actaully, we have fairly straightforward criteria for assessing if something is pseudoscience. It's just a matter of applying them.
