Noah and I digged around recently. You can get crude IQ scores by using data from e.g. EVS. These can be at NUTS2 or maybe NUTS3 level.

These are polit. know. tests, so they are problematic, but maybe good enough for this purpose. Argentina study did ok with these kinda data.
