Assuming sd=15, ~2.3% of sub-Saharan Africans have IQ >=100. I wonder if the distribution is bimodal, though?
This SD finding is often not found. A bit odd. I guess sampling problems (missing low IQ blacks).

Test score distribution is a complex function of ability and item difficulties. But yes, maybe.
