country codes are easy. It's the billion name variations that's hard.

it exists. Download the entire first level division iso dataset (8k). No variations, but can get around that with fuzzy matching.

This one. https://en.wikipedia.org/wiki/ISO_3166-2 problem is they fucked up and used the 2-letter as base instead of 3-letter.
