Is there any proper #openscience journal for quant. #linguistics? Must be free to publish and not controlled by legacy publishers.

Perhaps TACL, then - but re: quarterly, top-level constructive reviews and top-tier papers tend to disagree with haste

I didn't say quick review necessarily, just no arbitrary lumping of publication dates. :) But TACL seems okay as well.
