      USA is an extreme outlier. In any case, it is net negative there as well when you include descendants. Anyone who produces below average kids will be a net negative in the future.

      National Academy of Sciences report actually says the opposite for the U.S. - factoring in descendants flips moderate negative fiscal effects to moderate positive.

      You don't need to read their report to know, you only need to think a little bit. Welfare states (USA included) are very close to net neutral. Net contribution of a person over lifetime is approximately normally distributed. Hence, below average people are net negatives.
