What level of agreement is scientific consensus? Assume a binary question for simplification, and experts can only agree or disagree. Which fraction agree% among experts in a field constitutes existence of consensus about a question?

There is no such thing as scientific consensus - science is about falsification, not affirmation. The notion of scientific consensus misses the point of science entirely

I would love it if 80% of people vote for 90%+

Honestly the top heaviness of the results (90-99%) reflects naiviness imo. There will always be a dissenting faction outside of hard mathematical sciences and this is simply a function of the "change of generations", where outdated ideas die with the men that hold them.

Popper and Kuhn are good reads in this regard, although their views are getting lost in the pablum

Depends on the field, and the political relevance of the point in question. See the debunking-Darwin type arguments spinning minor quibbles into a purported consensus that Darwinism has failed.

I'd say about 95 percent. That about reaches the troll limit.
