Like this. I made 48 new states by starting with 48 random counties, then randomly appending neighbors until no longer possible (in random order). I did this 1000 times to assess the impact of higher order unit aggregation.pic.twitter.com/9Ltcax9RMs

How about non-random border changes to U.S. states? For example, Illinois could annex Milwaukee and Madison to create a super Blue state leaving Wisconsin happily Red. Washington could annex Portland.
