You mean to bin various administrative units together or to draw arbitrary boundaries corresponding to them?
What if state boundaries were different? Random states of America.
Does anyone know of an #rstats for making these?

Like this. I made 48 new states by starting with 48 random counties, then randomly appending neighbors until no longer possible (in random order). I did this 1000 times to assess the impact of higher order unit aggregation.pic.twitter.com/9Ltcax9RMs

How about non-random border changes to U.S. states? For example, Illinois could annex Milwaukee and Madison to create a super Blue state leaving Wisconsin happily Red. Washington could annex Portland.
