To a substantial extent, yes. People constantly learn from previous pros, which is more efficient and easier than inventing yourself. Take e.g. e-sports. Newer pros (say, in Starcraft 1) are far better than older pros, even in the span of just a few years.

Both. Training methods got better, people start earlier in their lives with it. In 1956 you could not just watch people do it on video or watch yourself to analyze your flaws. Techniques in the sport got better developed as well...

I was at the Moulin Rouge a short time ago and their skill caused me to ponder this exact question. I concluded cumulative cultural progress, but for a sport you would have to also consider sampling and competitive Red Queen processes as well.
