Suppose a citizen of Sweden gets hit in the head or something and his personality changes to be the very antithesis of a citizen of Sweden. Would it be OK for Sweden to banish that person and kick them out of the country?

Me neither, that's why I can noncommittally participate in thought experiments over Twitter. If I actually were any kind of moral arbiter, I'd probably be paralyzed with indecision.
