I think your guess is right. But also Norway was never a manufacturing power like Sweden, even before the age of oil (e.g. Sweden had world's 4th largest air force during Cold War, producing highly competitive Gripens with <10M people). So might be deeper causes.

I read somewhere that ethnic Swedes in Finland are still somewhat overrepresented among the elite. Is this true? If it is true there might be “deeper causes” like you said.

Very true. But causes unclear because they are also more urban. Someone should do an admixture study.
