I think your guess is right. But also Norway was never a manufacturing power like Sweden, even before the age of oil (e.g. Sweden had world's 4th largest air force during Cold War, producing highly competitive Gripens with <10M people). So might be deeper causes.

Perhaps Nature's science metrics are depressed by the alternative of high-paying engineering jobs? Norway graduates a lot of petroleum engineers?
