Since the number of seats in various parliaments vary greatly, this graphic does not provide much info. Shouldn't it be threshold divided by number of seats?

Why would you divide it? The number of seats presents a minimum natural threshold, but all of these are higher than the natural threshold. The only country with no artificial threshold is Netherlands. It has 150 seats, so their natural threshold is 1/150=0.67%.
