      I don't know Quebec, but I have my fingers crossed that the leave+daycare allows more educated (ie intelligent) women to have more than zero kids while working. Not sure what else can achieve that goal.

      Rulers in the past have succeeded in increasing fertility. What were their methods? Does banning contraception work? Does removing sex education work? These are not first on the list of things secular people are looking for, but they might work. I'd try aggressive tax benefits.

      Is that now or already been tried? That's basically stuff I would try. Hungary doesn't have toxic feminism, or massive issues with immigrants, their biggest problem is national decline linked to low fertility.

          How many of those policies have already been enacted? It seems that Hungary‘s fertility increase has already run its course at 1.5 children per woman.

          Can countries mitigate this by offering highly skilled Hungarian ex-pats and people of Hungarian descent (born overseas) to re-settle in Hungary?

          Hungary already does that, but at the moment it is mostly targeting Hungarian minorities in neighboring countries, who were cut off of their motherland after WWI.

          Thanks. Seems like it should be a good way for Central, Southern and Eastern European countries to reverse brain drain. Even if they aren’t fluent in the native language, English speakers could work for multinationals and still settle in relatively nicely.

          Question is, are these countries attractive enough for them? At the moment, they are still too poor to attract their overseas diaspora. And even if they will be richer, the diasporas will have already blended in.
