Maybe, but I am still wondering what you think eugenics is. Half of all disagreements are not disagreements, they are just people using the same term to refer to different ideas or things.

Micah, if it helps, eugenics is generally the idea of attempting to "improve" the human race (or just the population of a country) by trying to control who breeds, what "genetic stock" is allowed in, or (in theory) through genetic modification technology.

So when Emil Kirkeguaard said "Eugenics or Western civilization dies. Choose wisely," that's what he was referring to. Jonny Anomaly, who writes for Quillette, favors eugenics, but I don't know if he's ever written about that in Quillette.
