There was no need to define it at all. He could have just said that the width of the confidence interval means the estimates are too imprecise to draw any definite conclusion from them. It's better than propagating widespread confusions about confidence intervals.

Right but the gloss is still misleading for the exact same reason it would be if those were confidence intervals.
