Looks like they are combining PISA, TIMSS, and regional tests into one big scale. That's useful. But Rindermann already did exactly the same thing with his Cognitive Ability scale.

Particularly shabby that they do not cite Rindermann. (I guess it is because his scale had the UK set at 100 and a standard deviation of 15, making it much clearer about what it so closely resembled).

Rindermann is also superior in that he discusses the smart fraction, which I don't see this paper mentioning.
