Serious question: why don’t you just publish papers yourself and invite other experts in your field to review them? Why do you need a journal at all?
Generally, this post-publication review approach has been a failure so far, with a number of significant attempts. The method is not aligned with the needs of the academy, which wants something simple to base hiring and promotion decisions on. Preprints do this function now tho
