I'm referring to the book "Uncontrolled" by Jim Manzi. Very interesting book. It's about philosophy of science, social science, and politics. Advocates random experimentation to find out what works and what doesn't.
I also recommend this book. @razibkhan also write about it some years ago prompting me to read it.
