Rather serious case of plagiarism in The Lancet. No citations of Richard Lynn, Heiner Rindermann, David Becker to see here. I believe U Chicago economist nobelist JJ Heckman was the first to popularize the terminology of "Human Capital" (as basically a PC euphemism for population IQ levels). Heckman admitted that The Bell Curve was a most thought provoking book and a big influence on his work.
