Just a thought...could it be that those women who have sacrificed a lot (often kids, families, etc) are the crème de la crème of their generation? They are exceptional people and are often leading countries which are very robust and peaceful.

That's the most obvious idea, yes. Like one would expect that historical queens were quite extraordinary because otherwise they wouldn't have made it into the history books.
