Knowing the gender of your baby while pregnant is already illegal in India. If people could pick the gender it would cause national extinction over one generation! This will be a huge problem, though I'm impressed at your optimism abt human behaviour.
I'm more realist than optimist. Genetic enhancement's inevitable & the only viable course is using it to our advantage. Judiciously embracing the inevitable's our only chance for preventing the repetition of obscenities like India's female infanticide on an astronomical scale.
The practicalities of this being out there are impossible to plan for. Well-meaning ppl flirted with eugenics in past, then the Nazis showed up and everyone realised how bad an idea it actually was. The ethical question for superficial traits has already been answered.

There are currently 2 countries with billion+ people in them where it is overwhelmingly the case that millions and millions of parents strongly prefer to have a male baby, to the point where if they have a girl it's a genuine disappointment.
IQ is a useful metric, but it misses many important facets of intelligence like long term memory and creativity. I’d be skeptical of using it, alone, as a very good signal for genetic selection. We need improvement in our understanding of intelligence too.
We should alter human genes based off of a human created basis for intelligence that may or may not be useful in the future or may alter other genes? That doesn't sound like a good idea.
