I like Francis Collins's response though, saying that experts believe that the black-white IQ gap is "primarily" due to environmental, not genetic, factors. Either he was being very skillful here, or he was making an attempt to summarise results of surveys of expert opinion.

He basically referred to opinion from this survey which finds about 80% environment as mean estimate, but this question was about international gaps not USA black-white. Expert opinion on the latter is 50-50, not primarily environmental.https://www.ncbi.nlm.nih.gov/pmc/articles/PMC4804158/ …

I think Emil and his colleagues have got some papers coming out that provide evidence for a genetic gap. From what I've seen of them, they aren't definitive proof by any means (I can think of several arguments to explain the results from an environmentalist perspective)

But they do provide strong evidence that will be taken as the nail in the coffin of environmentalism by some eager hereditarians
