Capitalism does not result in solutions that take long-term foresight until account. If one imports a lot of low skilled workers, and then make their labor useless with automation, one will have a huge problem for welfare state -- larger than before importing them.
Japan seems to be trying a hold-out plan. Allow population aging and decline, and hope that automation will come quickly enough to offset this. In the mean time, avoid importing low skilled foreigners that destabilize culture and cause economic deficits now and in the future.

Where do people get this idea that automation & robotics is something for the future. It's been around since James Watt.
Japanese believe deeply in social harmony. They will no more allow disorganized migrants than they will allow random crime. However, compared to the 1980's they are importing...it's just that it's Koreans so Westerners don't see it.
