If you allow some of these problems to grow, most ways to control them will have to be unpleasant. You will still get a lot of people saying: "how come we never saw this coming."

That is what happens when naive ideology meets serious issues. Refusal to accept reality and to act timely. Some problems can be dealt with in a civilised manner if they are not allowed to grow.
