If IQ is race based, and not cultural isolation related, why do Scottish people on the Hebrides Islands have the same IQ as African Americans, and lower than mainland Scottish?

Have you looked at research on isolated culture's IQ? I'm not saying it's right, I'm just interested by the idea, seems to make sense?
