Can't say I'm surprised. The NSF keeps putting nonscientists in charge of all the funding. Since they don't know good science, they judge by how well the books are kept and rules followed.

Don't forget that many institutes base tenure decisions on having an R01. Which means, a young PI needs to put a famous (=older) PI on their R01 to get a shot at tenure. This results in academic hierarchies based on power and not merit.

This seems to me to be artifact of there being more scientists in general, making it demographically more like the gen population.

I doubt there is less young scientists. It’s just that there are a lot more older ones.
