As for his paper, I can't really make sense of it. It's an unsystematic review of some government programs reported in grey literature. I was able to find one RCT along the lines he wants, I think. Too small for my usual criteria 312<500, and found the usual small boost in scholastic scores immediately following intervention on some tests. No follow-up.
