The consensus ethical position has subtly (well, not so subtly) shifted as new studies have rolled in. (I'm pretty happy with the development, as I've never understood why individual moral duties and rights might depend on average population characteristics.)

It's because leftists are generally focused on group level performances, not individual rights. Leftism is generally speaking class warfare between various groups. They pick whatever group is doing poorly and try to argue this is someone else's fault.
