I believe there's some legislation effects. E.g. Sweden much lower than Denmark because Swedish law is very restrictive, so people go to Copenhagen.

You might as well, yes. IVF procedures already try to select the most viable embryos to minimize # of implantations etc, so what's some more tests? Embryo selection, if you're already doing IVF, is only another $1-2k worst case.
