Knowledge of old Danish film is a decent proxy of interest in Danish culture, which is what we want -- along with actual ability to do so.

What we want to be knowledge of the values of liberal democracy - and a wish to live in such a society. I couldn't care less about whether they eat pork, celebrate chistimas, knows the actors in 40 year old danish movies or any other culture-thing.

Maybe you don't but most Danes do. You're a very odd person. It's not primarily about values, but ability. Ability selection is key to any successful immigration policy.
