There's often some kind of explanation for outliers. In this case, Milan is a positive outlier for income, while Prato is for test scores. Both have large Chinese, but their outlier status differs, which is not in line with the Chinese explanation.
The Chinese pop of Milan is relatively small, say 30-40.000 on 2 million. Prato was at least 1/3 Chinese when I was there, legal or otherwise. That's why I noticed the outlier. Perhaps a fluke, of course, but I found it curious nonetheless.
Can you obtain detailed demographics these units? Then we can do a more rigorous test.
No, just my observation and a google check. Prato is a centre for fast fashion, made by hardworking, non-academic, textile families from the countryside around wealthy Wenzhou (Zhejiang). Perhaps 2/3 are there illegally, so data would seem hard to get.
