I think Most of that funds are used to build public infraestructure with the EU overview. It's probably what most modern states do within their own borders.

Yeah that's true. But that redistribution is not the only thing that makes the EU. The single market is supposed to be an economic gain for all countries (according to theory)
One doesn't need to build empty airports or sewers in Turkey (not even in the EU!) to have a single market.
