TL;DR Germanics pay for the EU, with a little help. Every eastern country is a net negative, every northwestern a net positive (disregard Lux. due to EU buildings there). Italy is positive as the only southern (but why?).

I think Most of that funds are used to build public infraestructure with the EU overview. It's probably what most modern states do within their own borders.
