Maybe that is not possible. East Europeans doing well, apparently sufficiently ethnocentric to avoid bad immigration, but it also retards their economic progress. Best mix is something like Czech Republic.
Now you just need to opt out of UN refugee conventions mandating to take some minimum number of future welfare dependents per year.
