      Not reading it correctly. The heritability here is for within population differences, not Sudan vs. other parts of world.

      One implies the other. If genetic factors aren't locally dominant, they can't account for Sudan's collective low IQ.

      It only doesn't follow if environmental factors dominate generally. IQ is highly heritable in developed countries

      No. It's also possible that environmental factors dominate within country variance but genetic ones dominate between country variance. That is what the PING data results suggest: about 67% heritability of African vs. Europe IQ at national level.
