Extremely deprived environments (malnutrition, iodine deficiency, etc.) depress IQ scores and therefore leave that much less of the variance to be ascribed to heritability.

It reads "Khartoum state, Sudan". Sudan is divided into many ethnic groups (over 800 tribes in total) with africans in the south and people of arab decent in the north.

Crappy environments wreak havoc on heritability. Heritability increases with socioeconomic strata. If everyone was equally rich and healthy, heritability would account for almost all of observed differences in a population.
