        It’s still odd wording. They calculated and assigned a persistent identifier that could be (and was) used to track the device.

        Not track its movement - just identify it as a phone that had previously had the app installed.

        To be fair, I think he meant "tracking" as "keep track of device IDs" but didn't realize readers would interpret it as "tracking movement"

        Ah, I see it at end of article. All I ever saw were tweets accusing Uber of tracking users, then saw updated graph that didn't say that.
