The first-of-its-kind system will not only use open source voting software, it will be built on secure open source hardware, made from secure designs and techniques developed over the last year as part of a special program at DARPA.

The voting system will also be designed to create fully verifiable and transparent results so that voters don’t have to blindly trust that the machines and election officials delivered correct results.

The systems won’t be available for sale. But the prototypes will be available for existing voting machine vendors or other entities to freely adopt and customize without costly licensing fees or the expense of R&D to build a secure system from scratch.

The systems will print a receipt for voters that contains a cryptographic value of their ballots/votes that will be published on a web site after elections. Voters will be able to compare values and verify that their ballots/votes were recorded accurately and included in tally.

Academics and others will also be able to use those cryptographic values on the site to independently tabulate all the votes to verify that the official results are correct.

For those concerned how receipt voter gets wld factor into risk-limiting audits

Will be interesting to see how DARPA deals with a problem like voting, where so many fuzzy factors come into play, caused DARPA great problems in the Vietnam War. I continue to wonder what is this fascination with techie doo-dads for voting. Most voter-facing tasks can be manual.

Seems like we are trying to solve tiny problems with massive overkill. Funds would be better spent to improve paper ballot design, audits, and facilitate assistive technology for those who need it.

Kim, if this is a BMD, does this still rely on a voter verifying that the machine recorded her vote accurately in order to be able to have an audit? cc:

That anyone could promise to build a “secure electronic” anything is hogwash.
