Here's the thing. If he asked Congress for $33b to solve the homeless crisis, he simply won't get it - and for a variety of reasons. Primary reason being that it would be seen as a stop gap measure that's not sustainable long-term. In short (according to politicians), a waste.

Giving every homeless person $55k doesn’t solve the problem, only encourages more dependency on government.

how about a decent tax on all market trades, speculation gains and crypto income? It would easily pay for helping homeless, make education free, provide a good and payable healthcare system, fix public transportation and in general improve budget for infrastructure.
