I agree it's a bit muddled (he was speaking extemporaneously). But when he says, "Reciprocation largely depends on encountering the same individual again and again," it seems inconsistent with the adaptiveness of the "be nice to anybody" rule.
Question: couldn't any behavioral trait be considered "vestigial" as soon as we decide to consciously override it? (e.g. preference for sugary foods). In this sense, altruism itself could be vestigial regardless of whether its cause is individual or group selection.
