Interesting argument... I haven't heard this before. My first reaction (not trying to debate, just understand) is that "can theoretically implement" is pretty weak. Has this been tried? It sounds prohibitive and/or impossible.

It would be easiest to implement in a section of a city with natural bottlenecks to entry (Manhattan?), but even then, it's hard to see how to keep smuggling down. If you treat Hong Kong as just another Chinese city (...), they kind of do this there.

Well, except that China itself has fairly strict gun control (if not as controlled as HK).
