Municipalities can theoretically put together a zone for gun checkpoints if they really see the benefit. Treating it at a higher level of centralization could be treated as unnecessary if the benefit is high enough.

Interesting argument... I haven't heard this before. My first reaction (not trying to debate, just understand) is that "can theoretically implement" is pretty weak. Has this been tried? It sounds prohibitive and/or impossible.

Markets are good at pricing things, so it should work well to have ~just a law saying gun owners need a gun insurance policy, which pays out for any harm the owner causes w/ the gun. The law would be "lax" for most people, but not for dangerous people.

The idea of 'lax gun laws' is somewhat inherently a strawman. Most of the effective gun policies have broad support or are not part of the debate at all. A lot of the heated debate is around symbolic issues or issues under regulatory/lobbying capture
