I think this is where institutional censorship is useful. it's much easier to change rules inside of an institution.
very apt. good to have experimentation at smaller levels where there is actual competition. google gets it wrong, nbd. govt gets it wrong,

Google and govt choices here are not separate. Large company policies are heavily influenced by litigation risk.
