I consider "belief" where there isn't a logically coherent argumentation. This can be wild or implausible but must be possible.

So a "narrative" can be sufficient to act. Time will tell if it is right or wrong.

I haven't written up a coherent explanation, but it's a mix of stuff from Complexity Thinking and stuff from Perceptual Control Theory.
